The problem is that new construction practices won’t be enough for the UK to meet its carbon emission targets.
We replace buildings in the UK at the rate of only 1-2% per year. Most existing buildings fail to meet sustainability targets (click here for statistics). Most buildings have traditionally, in environmental terms, often been poorly managed (why?).
If the UK is to meet its reduction of carbon emissions targets, it will need owners and occupiers of existing buildings to agree to make changes:
- via small or large-scale improvements
- via better management of buildings
- via changes to the traditional lease between landlord and tenant
The UK government will encourage businesses to make these changes through taxation and regulatory pressure.
